I just got a very late credit card bill (I had been wondering where it was - it should have arrived a month ago - the money has come out to pay for it already). The front of the envelope was marked: condition 9 access Mail received out of course, 19th march, Chester Mail Centre .
Having looked about on the Royal Mail site, I can't find anything that actually explains what this means - didn't know if maybe anyone here could tell me what it meant?
The envelope didn't look like it had been opened, and the address was very clear through the window, so there seems to reason for anyone to have "access" to it...
